Situation
Staff at a document archive spend the day finding passages across a long collection. A chat box that invents a citation would be worse than the folders they already have.
We would build retrieval first, and the conversation second. Answers would show the page. A reviewer could reject a bad passage without calling a model team. The model could be swapped. The archive would not be locked to one vendor.
